1. What exactly is MPA? (and who it's designed for)

Picture a government office clerk who needs a master's degree for a promotion, a UPSC/State PCS aspirant who wants to build a deep understanding of the Public Administration optional paper, or someone working with an NGO or a panchayat who wants to understand governance and policy better. IGNOU built exactly this degree for them: MPA — Master of Arts (Public Administration).

This programme falls under IGNOU's School of Social Sciences (SOSS). Its aim is to give learners a comprehensive understanding of the nature of public administration in India in a globalisation context — with a focus on the role of the State, the Public Sector and the public-private interface. The growing role of civil society groups, human resources, e-governance and public systems management sit at the centre of the programme. The goal isn't rote theory; it's to build a conceptual grasp of administrative theories, models, processes, methods and techniques.

2. Eligibility and medium of instruction

The eligibility bar for MPA is kept straightforward:

• Eligibility: As per IGNOU's official programme page and regional centre pages — a bachelor's degree or a higher degree from any recognised university.
• Entrance test: None — the official programme guide clearly states "There would be no admission test."
• Age limit: No minimum or maximum age bar.
• Medium of instruction: Both Hindi and English — students can choose study material and assignments in whichever language suits them.

3. Duration, credits and structure at a glance

MPA follows the same broad structure as most IGNOU master's programmes, but with a somewhat wider set of optional papers:

All four first-year papers (32 credits) are compulsory and cover foundational topics from State, Society and Public Administration through to Human Resource Management. In the second year (32 credits), only two papers — Public Policy and Analysis, and Decentralisation and Local Governance — are compulsory (16 credits); the remaining 16 credits must be chosen from a set of optional papers.

This is where most students get confused, so let's break it down plainly. The full programme is worth 64 credits — 32 in the first year and 32 in the second.

• In the second year, MPA-015 and MPA-016 are compulsory — that's 16 credits locked in.
• The remaining 16 credits must come from these optional papers: the MPA-017+MPA-018 pair (8 credits total), MSO-002 (8 credits), MPS-003 (8 credits), or MPAP-002 Project Work (8 credits).
• In other words, you pick any two of these four "8-credit slots" to make up 16 credits (remember, MPA-017 and MPA-018 are always taken together, never separately).

1. Create your APAAR/ABC ID for free via DigiLocker (required for admission).
2. Go to ignouadmission.samarth.edu.in, click "New Registration," and verify with a working mobile number and email OTP.
3. Set a username and an 8–16 character alphanumeric password.
4. Log in and select MPA (School of Social Sciences) from the list of Master's Degree Programmes, and choose your regional centre.
5. Upload scanned photo, signature, graduation marksheet and certificate, and category certificate (if applicable).
6. Pay the ₹300 registration fee followed by the programme fee online (verify the exact amount on the Samarth portal).
7. Submit the form, save your confirmation, and study material is dispatched after document verification.

8. ABC ID and DEB ID — why they matter

The APAAR/ABC (Academic Bank of Credits) ID has now become mandatory for admission across nearly all higher education institutions, including IGNOU. It can be created for free via DigiLocker and consolidates all your academic credits in one place — so if you leave MPA midway and later join another programme, your earlier credits stay safely "banked" (in line with NEP 2020). The DEB (Distance Education Bureau) ID confirms your programme is recognised by UGC-DEB, which you can verify at deb.ugc.ac.in.

9. Exam pattern and passing criteria

Per IGNOU's official regional centre page, the MPA evaluation system works as follows:

• Assignments (Continuous Evaluation): Carry 30% weightage in the final result, and each assignment separately requires a minimum of 50% marks to pass.
• Term-End Examination (TEE): Carries 70% weightage in the final result, held twice a year (June and December).
• Attendance: A minimum of 75% attendance in theory counselling sessions is required to be eligible for the term-end exam.
• Students are generally not permitted to sit the TEE without submitting their assignments.
